  • The Bush tax breaks for the wealthiest were enacted in 2001, before 9/11, and presupposed a rosy economic picture. After 9/11 the economy took a downturn. So the supposed $1.7 trillion in lost revenues is actually greater because of further reduced revenues in the economic downturn.
